High Road Vision
Ranging from transportation to healthcare, hospitality to construction, the High Road approach embodies the sector strategy championed by the Board: industry partnerships that deliver equity, climate resilience, and job quality. Along with these program investments, the California Workforce Development Board (CWDB) Board is producing a body of policies and principles to guide alignment across the workforce and education system.
Our Work
The CWDB oversees a suite of investments and policy initiatives to advance quality jobs as a reliable pathway to the middle class for Californians who have been left out of economic prosperity. The objectives of the High Road Training Partnership (HRTP) initiative are to increase access to good jobs, create pathways for job growth, meet regional industry needs and center worker voice. High Road Construction Careers (HRCC) aims to meet these same objectives through structured pathways — with a standard core curriculum and critical supportive services — to state-certified apprenticeship programs in the building and construction trades.
