Serving English Language Learners in the Workforce System

With more than a third of California’s workforce being foreign born, and often struggling with English language proficiency and educational attainment we recognize that there are unique strategies to serve this population. Join Amanda Bergson-Shilcock, Director of Upskilling Policy at the National Skills Coalition (NSC) as she lays the groundwork on how California can ensure WIOA works for all, including immigrants and refugees. Amanda will share a new publication that is intended to support frontline workforce staff in facilitating eligible immigrants’ access to public workforce services. We will also be joined by various representatives from the Employment Development Department (EDD) who will discuss the new workforce directive (WSD18-03) “Pathways to Services, Referral, and Enrollment.” This policy provides guidance and establishes the procedures regarding verifying authorization to work and making services accessible to all populations. This policy applies to all Local Workforce Development Areas. This is the first in a series of trainings that will help implement the Pathways to Services Directive. For additional updates on efforts to serve Immigrants and Refugees in workforce, including additional trainings, please visit the California Workforce Development Board website.
