Just Transition Roadmap
Thank you for your interest in California’s Just Transition, the transition to carbon-neutrality that builds an equitable and sustainable society where all Californians share in the state’s economic prosperity.
The CWDB and Labor & Workforce Development Agency are working with the Governor’s Office of Planning and Research (OPR) to develop the state’s first “Just Transition Roadmap” pursuant to Governor Newsom’s Executive Order N-79-20 issued in September 2020.
We’d like to hear from you – what are your main interests, aspirations, concerns, priorities, and activities regarding just transition – as we develop the state’s first Just Transition Roadmap. Please take our brief survey, join our listserv, and save the date for public workshops in early May 2021: OPR webpage.
Once the Roadmap is released in July 2021, the real work of just transition – centered in, and driven by, California’s diverse regions with the State offering support and assistance wherever possible – will begin.
Climate & Labor Report (AB 398, 2017)
A report to the Legislature, developed pursuant to Assembly Bill 398 (E. Garcia, Chapter 135, Statutes of 2017), offering the State a vision for ensuring that major climate policies and programs support high-quality jobs with accessible training pathways to them, particularly for disadvantaged Californians.

EDD WIOA Statewide Policy and Guidance Resources
When the State Board recommends to the Governor or acts through its own authority to establish policies and provide information and guidance to the state workforce development system, these actions are also published by the Employment Development Department in the form of Directives and Information Notices.
State Leadership Accountability Act (SLAA) Report
The SLAA requires all state agencies to monitor their internal control systems to minimize fraud, errors, waste, and abuse of government funds. The Act also requires each agency to report biennially on the adequacy of its control systems.
