Cross-System Analytics and Assessment for Learning and Skills Attainment (CAAL-Skills) is a statewide initiative designed to strengthen California’s workforce through better data collection, stronger collaboration between partners, and more informed decision-making. We lead this partnership with multiple state agencies to bring together data from workforce, education, and human services programs to evaluate outcomes and improve service delivery.
This effort supports evidence-based policymaking by connecting participation data across federal and state-funded programs and tracking long-term outcomes for Californians. By understanding what’s working – and for whom – CAAL-Skills helps state and local leaders design more effective, equitable programs that support upward mobility and economic opportunity.
