Resilient Workforce Fund

CWDB’s High Road Training Partnerships Resilient Workforce Fund (RWF) invests in projects that promote workers’ ability to become financially stable and create better economic opportunities.  This worker-centered program emphasizes job quality, strengthens economic and climate resilience, and connects regional initiatives to statewide workforce goals and planning.  

Through skills training, RWF addresses pressing challenges of income inequality, economic competitiveness, and climate change.

FUNDING SOURCE INFORMATION

High Road Training Partnerships are supported by the California Workforce Development Board (CWDB) in coordination with the Labor and Workforce Development Agency with various state fund allocations annually. See below for more information. All awards are subject to the availability of funds and to any modifications or additional requirements that may be imposed by law.
 
2021/2022 Budget Year:

$65 Million: General Fund; for the expansion of the High Road Training Partnership program. Funds are available until June 30, 2026.

$25 Million: General Fund in partnership with California Community Colleges; to establish High Road Training Partnerships aligned with the California Community Colleges. Funds are available until June 30, 2026.
 

2022/2023 Budget Year:
$19 Million: Available for support of the Low Carbon Economy Grant Program.  Funds are available until June 30, 2025, and funds are set aside until June 30, 2027.

$14,250,000: For the development of the Oil and Gas Well Capping Pilot initiative in Kern and Los Angeles Counties. These funds may be provided to state apprenticeship programs to develop curriculum for training apprentices and to upskill journeypersons on well capping projects. These funds are available until June 30, 2025, and funds are set aside until June 30, 2027.

$57 Million: To develop and expand High Road Training Partnerships for health and human services. These funds are available until June 30, 2025, and funds are set aside until June 30, 2027.  NOTE:  These funds will be awarded in three areas of focus.
