High Road Training Partnerships (HRTP) and High Road Construction Careers (HRCC) a systemic approach to industry-based workforce development addressing critical issues of equity, job quality, worker voice, and environmental sustainability.

CAAL Skills

An interagency and multi-departmental data-sharing and program evaluation initiative that uses detailed information from federal and state-funded workforce, education, and human services programs to measure participation and associated outcomes for program participants.

Regional CA

Work to stimulate economic growth, create jobs and build the talent needed to increase income mobility and regional prosperity through collaboration among multiple workforce systems and bringing workforce leaders together.

Prison to Employment

Creates opportunities through collaborative partnerships with state workforce programs and the state corrections systems so that formerly incarcerated and justice-involved individuals can successfully reenter society and the labor force.

Workforce Accelerator Fund

Funds projects that design, develop, and implement programs that accelerate employment and provide access to workforce services and employment opportunities for targeted groups and disadvantaged populations.

HIRE

Increases employment opportunities and job mobility for formerly incarcerated and justice-involved individuals through partnerships with reentry-focused organizations that provide training, reskilling and upskilling, and supportive services.

Breaking Barriers

Supplements existing workforce and education programs by providing services to target populations who are often not eligible for other state and federal programs in an effort to address disparities in the labor market.

Sacramento, CA – The California Workforce Development Board (CWDB) is celebrating #EarthDay2024 by highlighting our High Road Initiatives and specific projects that embody the goal of creating sustainability and mitigating climate change. Environmental sustainability is a major principle in CWDB’s High Road vision for the state’s workforce development system.

California’s climate agenda is aligned with a vision of shared prosperity, recognizing that both carbon reduction and economic growth can be achieved. The end goal is to create a sustainable and resilient environment, community, and a carbon-neutral economy for all.

High Road Training Partnerships grantees Gillig and Teamsters Local 853 are working together to manufacture, operate, and maintain zero-emission buses to help reduce transportation emissions, which make up 39% of greenhouse gas emissions in California. Acting Secretary of Labor Julie Su recently toured the facility to see the key role bus manufacturing plays in driving the country toward a more sustainable future.

Using sustainable building products and methods contributes to lowering greenhouse gas emissions and helping the climate. The Coastal Tri-Counties High Road Construction Careers Pre-Apprenticeship Training Program includes Green Construction training, so participants have the knowledge and ability to become part of the emerging sustainable construction workforce.

CWDB’s grantee Building Skills Partnership is greening the janitorial workforce one cohort at a time by training participants in green building cleaning practices to reduce energy and water use and create sustainability.

California Climate Investments programs, a partnership between CWDB and California Climate Investments, have invested over $500 million in more than 7,000 projects that are expected to reduce greenhouse gas emissions by 3.3 million metric tons of carbon dioxide over the projects’ lifetimes. Many of these funds also directly benefit disadvantaged and low-income communities.

The Humboldt High Road Wind Training Partnership is working in the Humboldt region to develop the Offshore Wind industry to lead the state to a greener climate and good-paying jobs, as well as meet California’s goal of generating enough wind energy to power 25 million homes by 2045.
