High Road Training Partnerships: Healthcare 2024-25 Grant Program 

The California Workforce Development Board (CWDB) and the California Labor and Workforce Development Agency (LWDA) are pleased to announce up to $28,500,000 in available grant funding for the High Road Training Partnerships 2024-25 Healthcare Grant Program (HRTP HC), a California Jobs First initiative.

This cycle of the HRTP initiative continues the agency’s commitment to advancing job quality, economic equity, and climate resilience for all Californians, with an existing portfolio that includes High Road investments. Application Process

Applicants may apply for the HRTP HC funding opportunity by submitting a complete application package via the Cal-E-Grants website.

The HRTP HC application can be found on Cal-E-Grants under the Funding Opportunities link (in the upper left corner) or the CWDB link (in the middle of the webpage).

Application Webinar

The CWDB will host a webinar on October 17, 2024, during which prospective applicants can learn more about the HRTP HC grant program and application process. Attendees are strongly encouraged to review the RFA prior to the webinar.

Office Hours

The CWDB will host two virtual office hours sessions for prospective applicants: one of which will focus primarily on assistance with the application budget exhibits, the other for general assistance with the Cal-E-Grants application and application process. Dates and times for each session can be found in the Grant Timeline section below.

Project Types

The High Road Training Partnerships Healthcare Grant Program will fund healthcare projects in three stages of project readiness: Planning and Development, Training Implementation, and Expanding. Descriptions, funding award ranges, and duration of the three project types are listed below.  

Leveraged funds are required at a 1:1 ratio for Training Implementation and Expanding projects.

Creating a Cal-E-Grants Account

To access the HRTP HC application, applicants must have a Cal-E-Grants account. Take the following steps to create a new Cal E-Grants account:

  1. Navigate to Cal-E-Grants.
  2. Select New User Register.
  3. Enter the required information by clicking on the Log In button on the Cal-E-Grants website.
  4. Select Sign Up and create your account.

If a Cal-E-Grants account already exists for the organization, (verify under Already have an account?) the primary account holder may add a new user. Refer to Manage Users for more information.

Once logged in, select the Apply button in the right-hand corner of the page to begin filling out the application.

Weekly Questions & Answers (Q&A)

To adhere to the legality and transparency requirements of the solicitation process, individual CWDB staff cannot respond directly to inquiries or engage with potential applicants during the open . The Q&A document serves as a supplement to the RFA and is intended to clarify policy about the grant and application process. Questions regarding this RFA can be sent via email to Solicitations@cwdb.ca.gov. Please use “HRTP HC Question” in the subject line.

Cumulative questions and answers will be posted on the HRTP HC webpage on a weekly basis beginning Friday, October 25, 2024. Questions must be received each Tuesday by 2:00 PM (PST) to be included in that Friday’s weekly posting.

The last Q&A posting for this period will be Friday, November 8. Questions must be received by Tuesday, November 5, at 2:00 PM to receive an answer. Questions submitted after the deadline will not be included in the Q&A.

Funding Source Information

Funding for this program was designated to the CWDB in the 2024-2025 State Budget, which allocated approximately $28,500,000 for High Road Training Partnerships in the Health and Human Services sector. All awards are subject to the availability of appropriated funds and to any modifications or additional requirements that may be imposed by law.
