
Phyllis Jeffrey
Program Evaluation Specialist
Phyllis received a Ph.D. in sociology from UC Davis, where her research focused on comparative and historical topics including party and voter response to economic crisis, and how past policy decisions influence options available in the present. Versed in critical research on the unintended consequences of earlier “work-first” policies for jobseekers, Phyllis is excited to play a role developing improved measures of success that take into account individuals’ long-term employment, economic security, and upward mobility. At the Board, Phyllis pursues her passion through two projects: data analysis and description of participant outcomes in the CAAL-Skills Workforce Metrics Dashboard report; and leading the statewide evaluation of America’s Job Centers of California (the WIOA one-stop system). In her free time, Phyllis enjoys painting, reading, trail running and hiking, and cooking.
