
Joe Flores
Research Analyst, Workforce Corrections Partnership
Joe leads the Corrections Workforce Partnership and the Prison to Employment Initiative for the California Workforce Development Board. The initiative creates opportunities through collaborative partnerships with state workforce boards, practitioners, CBOs, and state corrections systems for formerly incarcerated and justice-involved individuals who can successfully reenter society and the labor force. Previously, Joe worked in the City Auditor’s Office for the City of Sacramento, where he co-authored the 2016 Audit of the City’s Gender and Ethnic Diversity report. Joe frequently spoke at public forums, where he addressed solutions to the improvement of hiring a diverse staff and evaluating city programming. His diverse public service career includes working for agencies in Economic Development, Redevelopment, and Community Development. Active in the local community, Joe is a former neighborhood association president representing over 15,000 neighbors and is an appointed Commissioner (and former Chair) for the City of Sacramento’s Parks and Community Enrichment Commission.
